The purpose of this project is more likely to be achieved with a start-up fund.

This fund could be created by contributions in the form of a 'carbon offset fee' being added to registrations for Regional & Area Conventions.

The funds would then be invested in lighting upgrades, solar rooftop projects, etc such that the funds would be repaid over a period of time, maximum 5 years, from the savings.

The sooner the start-up funds are available, the sooner this project can start.

I am involved in starting a fund like this in another organisation. It will have AUD$300000 available to community organisations for solar rooftop projects, which are to be repaid over no more than 5 years.
