LACM Report for 2021-2022

Area Development Committee

Report Date: 20 May 2022
David Lua, Chair of Area Development Committee of Asia Pacific Area 2021-2022

1. ADC Meetings

The ADC held two Meetings to date with another scheduled for June 2022.  Members were briefed on the developments within the Area by AP Ben Ohno.

2. Key Decisions

Key decisions discussed were

a) Request for a partial subsidy of US$5,000 to cover part of the deficit incurred by the Host Region in organizing the ASP Area Convention held in Taiwan in 2021.

The Committee supported AP's request by a majority decision.  To replenish the Fund, the ADC requested AEOs to seek approval from the Area Council for the transfer of 50% of the annual operating surplus to the Fund as a matter of policy.

b) The Committee was briefed on the complaints from 8 clubs in the Philippine Region invoking Guideline 308 of the International Constitution to debar RD Ruben Siao from holding office.  An attempt to amicably resolve the complaints was unsuccessful due to the refusal of Ruben Siao to acknowledge the authority of the Area Troika.  As a consequence, Ruben Siao was suspended from his office and in his place, an Interim Administration Committee was established to unite and strengthen the Region. The ADC supported the decision of the Area Troika.  It was noted that the Philippine Region has rebounded from a reported membership of 53 in one club to more than 190 in the 8 clubs in the Region under the able leadership of the PRIAC.

3. Other Matters

a) The Committee applauded the ASP Area Centenary Task Forces for making progress in the SongFest and Heritage Cookbook Project.  It noted that the Green Energy Project undertaken by Makati YMCA and supported by the Area was timely in view of rising energy costs.

b) The Committee is determined to work with the Area leadership in developing the Area and growing its membership, especially in attracting younger members.
